Gray's Reef and other National Marine Sanctuariesare managed by the National Oceanic and Atmospheric Administration (NOAA) and governed by the National Marine Sanctuaries Act , to protect and conserve their resources and to allow uses that are compatible with resource protection.

Comprehensive management evolves from science that provides the information needed for making management decisions.

Resource Protection involves the implementation of the protective measures (regulations, enforcement, permitting) put in place.

Education and outreach provide the tools to communicate the information to the public and users.

Management of Gray's Reef NMS is composed of a number of components including authorizing legislation, regulations, management plans and permitting.
